Hartstuff was born in Seneca Falls, New York on February 4, 1837. He studied medicine at the State University at Castelton, Vermont. He was a hospital surgeon and did post graduate work in New York and served under Detroit’s Dr. Zina Pitcher at the Marine Hospital.

He entered military service as a 1st Lieutenant and Assistant Surgeon on August 5, 1861. Hartstuff was brevetted Captain and Major for meritorious service during the Civil Was on March 13, 1865. He was brevetted Lt. Colonel for meritorious service during the yellow fever outbreak in New Orleans in 1866. He was made Lt. Colonel and Deputy Surgeon General on December 4, 1892 and Colonel and Assistant Surgeon General on April 28, 1900. Hartstuff retired as Brigadier General on April 23, 1901. During his years of service, he saw duty on the staff of Generals Cook and Rosecrans. He was stationed at West Point, New Orleans and on the Pacific Coast as well as Fort Wayne. He was attached to the Department of the East and to the Military Department of Missouri. Hartstuff was a member of the Loyal Legion of Michigan. He died at the home of his daughter, Mrs. Luther S. Trowbridge, Jr., on June 22, 1908.
